Kerala Solar Net Meter Rules: Rent & Who Pays 2026
Net meter work sits at the heart of a finished Kerala rooftop plant: the bi-directional meter at your service connection plus a separate renewable generation meter on the solar side. Regulation 15 of the KSERC Renewable Energy Regulations, 2025 sets who supplies each meter, who pays rent, and who must buy the generation meter.

Quick answer: KSEB must make a net meter available (or test and install one you buy). You must buy a NABL-tested renewable generation meter at your own cost. If KSEB supplies a meter, it may collect Commission-approved security deposit and monthly rent — ₹30 for a single-phase net meter in the current tariff schedule.
What a Kerala solar net meter actually measures
A net meter is the bi-directional meter, with its allied metering equipment, that KSEB installs and maintains to read zone-wise total import, total export, and net import or net export between your home and the distribution system. It is an integral part of both net metering and net billing.
A renewable generation meter is different. It sits on the solar plant side to measure energy generated by the renewable energy generating system. Under Regulation 15.6, you (the eligible consumer) must procure that generation meter at your own cost, get it tested at a NABL-accredited laboratory, and install it where KSEB can read it easily.
The net meter is what settles import and export on your KSEB account under net metering or net billing. The generation meter records plant output for verification. Confusing the two is a common reason homeowners are surprised by meter-rent lines or missing generation readings after commissioning.
Who provides the net meter under Regulation 15.4
Regulation 15.4 says the distribution licensee shall make a net meter available to the eligible consumer who has installed a renewable energy system. You do not have to hunt for a bi-directional meter yourself unless you choose to.
If you elect to purchase the net meter, you may procure it and present it to KSEB for testing and installation. The licensee remains responsible for testing, installation, and maintenance of metering equipment under Regulation 15.5.
When you buy the meter, Regulation 15.4 points to the Supply Code testing clock. Under Regulation 113(5) of the Kerala Electricity Supply Code, the licensee must receive the meter, test it in an accredited or approved laboratory, and install an LT meter within a maximum of fifteen days.
Ask your installer whether the quotation assumes a KSEB-supplied net meter or a customer-purchased meter. If you purchase, build the fifteen-day Supply Code clock into the commissioning plan and keep the purchase invoice and test report with your solar file.
Generation meter: you buy it; rent applies if KSEB supplies
Regulation 15.6 is mandatory wording: the eligible consumer shall procure a Renewable Generation Meter conforming to applicable CEA regulations, tested at a NABL lab, and install it at an appropriate location to measure plant generation.
Regulation 15.7 requires both the net meter and the renewable generation meter to be installed where KSEB staff can reach them easily for meter reading. Plan the mounting location with your installer before the site inspection.
Regulation 15.9 allows the licensee to collect security deposit and rent for the renewable generation meter and the net meter at Commission-approved rates, if those meters are provided by the licensee. If you bought and presented a compliant meter yourself, ask the KSEB section to confirm that rent is not levied on that meter.
For renewable plants of 100 kW and above under gross metering or virtual net metering, Regulation 15.8 lets the licensee install a check meter for the generation meter. For plants below 100 kW — almost all Kerala homes — that check meter is optional.
Approved monthly meter rent amounts (to 31 March 2027)
The Commission’s tariff schedule that lists meter rents for renewable energy meters and net meters is in force from 5 December 2024 to 31 March 2027. Amounts below are rupees per meter per month from that schedule. Confirm the line item on your KSEB bill if a later order changes a row.
| Meter type (schedule wording) | Rent (₹/meter/month) |
|---|---|
| Net Meter — single phase 5-30A class 1.0 | 30 |
| Net Meter — three phase 10-60A class 1.0 | 35 |
| Renewable Energy meter — single phase 2-wire 5-30A static LCD with ToD | 10 |
| Renewable Energy meter — three phase 10-60A static LCD with ToD | 20 |
Separate rows also set ordinary consumer meter rent (for example ₹6 a month for a single-phase static LCD ToD meter). Your bill can show more than one meter-rent line if KSEB supplies both the service meter family and solar metering equipment.
Smart-meter rule from 1 April 2027 for plants under 100 kW
Regulation 15.3 sets meter classes by plant size. For systems below 100 kW installed on or after 1 April 2027, smart meters are required at the interconnection point for net metering, net billing, and group net metering (and for the generation meter in gross metering and virtual net metering). Larger bands use smart meters from 100 kW, and ABT SEM meters from 1 MW.
If you already have an ABT-compliant meter or a smart meter, Regulation 15.3 says you shall not be required to install a separate net meter. Ask the KSEB section which meter type your application will use before you buy hardware.
Practical checklist before the meter visit
- Confirm whether KSEB will supply the net meter or you will purchase and present one for testing.
- Budget for a NABL-tested renewable generation meter — Regulation 15.6 puts that cost on you.
- Keep space and access clear for both meters as required by Regulation 15.7.
- If KSEB supplies meters, expect Commission-approved security deposit and monthly rent under Regulation 15.9.
- For plants commissioned from 1 April 2027 under 100 kW, plan for smart-meter compliance under Regulation 15.3.

Frequently Asked Questions
Does KSEB have to give me a bi-directional net meter for rooftop solar?
Yes. Regulation 15.4 says the distribution licensee shall make a net meter available once your renewable energy system is installed. You may instead buy a compliant meter and hand it to KSEB for testing and installation.
Who pays for the solar generation meter in Kerala?
You do. Regulation 15.6 requires the eligible consumer to procure a Renewable Generation Meter at their own cost, get it NABL-tested, and install it to measure plant generation.
How much is net meter rent on a single-phase Kerala home?
In the Commission’s tariff schedule valid to 31 March 2027, a single-phase net meter (5-30A class 1.0) attracts ₹30 per meter per month when the licensee provides it. Three-phase net meter rent in the same table is ₹35.
How long can KSEB take to test a meter I bought?
The outer limit depends on voltage class under Supply Code Regulation 113(5). For a typical home LT meter you purchase and submit, KSEB must finish receive-test-install steps within fifteen days. Keep the purchase invoice and lab report ready so the section can start the clock without paperwork delays.
Do existing small plants need smart meters before April 2027?
Regulation 15.3’s smart-meter rule for plants below 100 kW applies to systems installed on or after 1 April 2027. Plants already commissioned earlier follow the meter class that applied at installation unless KSEB later directs a change. Confirm your case on the application or with the local section before buying a new meter.
