What a grid support charge is
Grid support charges, in the 2025 regulations, are collected from net-metering prosumers on energy consumed from the grid during non-solar hours, up to the quantum of banked energy adjusted. The regulations give a worked idea: if you draw 400 units in non-solar hours and 300 banked units remain after normalisation, charges apply on 300 units only.
This is not the fuel surcharge on every consumer's bill. It is a prosumer-specific charge tied to using banked solar energy at night or in other non-solar hours.

The Commission may later replace these interim numbers with category-wise rates when it decides a distribution licensee's tariff petition. Until that happens, the 50 paise / ₹1 structure is what the regulation text itself applies.
Who is exempt today
- Existing domestic prosumers with renewable systems up to and including 10 kW — exempt.
- New domestic prosumers with systems up to and including 10 kW — exempt, with the 1 April 2027 caveat below.
- All existing and new agricultural consumers with renewable systems — exempt.
From 1 April 2027, renewable systems that seek feasibility with plant capacity above 5 kW must remit grid support charges under the interim rate clause, even if they are domestic plants between 5 kW and 10 kW. That future change is written into the same regulation.
How to read this beside the net-metering rules
When you read a net-metering guide, look for four points from Regulation 28.7: the charge applies in non-solar hours up to banked units adjusted; interim rates are 50 paise then ₹1; domestic plants up to 10 kW are exempt for now; and from 1 April 2027 new feasibility above 5 kW pays under the rate clause.
Storage rules sit nearby in Regulation 6.3: domestic plants above 10 kW already need hybrid inverters with minimum storage, and from 1 April 2027 new feasibility above 5 kW up to 10 kW also needs 10% storage. Grid support charges and storage thresholds are related timing rules, not the same fee.
